| Carl W. Turnipseed

Carl W. Turnipseed is Executive Vice President in charge
of the
Financial Services Group, Federal Reserve Bank of New York.
In that
capacity, Mr. Turnipseed heads the Bank's payments operations,
including
its Cash, Check, Electronic Payments, Securities and Gold
services. He
is also a member of the Bank's Management Committee and
is the Chairman
of the Bank's e-Business Steering Committee.
After graduating from Morgan State College, Mr. Turnipseed
set out for a
career at the Federal Reserve Bank of New York. Shortly
after joining
the Bank, he left to fulfill his ROTC commitment as a lieutenant
in the
U.S. Army. Upon his return to the Bank two years later,
Mr. Turnipseed
served in positions of increasing responsibility in a variety
of areas
including accounting, information technology, payments
and securities
operations and foreign relations. Prior to his current
assignment, Mr.
Turnipseed was Senior Vice President and Manager of the
Buffalo Branch
of the Federal Reserve Bank of New York where he served
six years. He
also served four years as the Vice President in charge
of the Bank's
Human Resources Function.
A native of Baltimore, MD, Mr. Turnipseed received his
MBA degree from
New York University. He graduated from the Executive Management
Program
at Columbia University and the Advanced Management Program
at Harvard
Business School. He is the recipient of numerous corporate,
professional and community awards, including Banker of
the Year by the
Urban Bankers Coalition (UBC), a professional organization
founded as a
forum for minority bankers.
He has served on numerous boards connected with international
trade,
business and economic development, and higher education.
He is a
founding member of the Board of Directors of Classroom
Inc., a program
designed to teach middle and high school students critical
thinking
skills, using personal, computer-based business simulations.
He is
Chairman of the Advisory Board of the New York City Financial
Services
Partnership for Youth, an organization that identifies,
trains and
develops at-risk youth for jobs in financial services,
and also serves
on the board of the INROADS/New York City Affiliate.
Mr. Turnipseed is a life member of the Kappa Alpha Psi
Fraternity, Inc.,
the NAACP and the Morgan State University Alumni Association.
He is a
member of the Morgan State University Hall of Fame. He
is also a member
of Sigma Pi Phi Fraternity and the National Association
of Urban
Bankers.
Mr. Turnipseed and his wife live in Rockland County New
York. They have
one daughter. He enjoys running and finished two New York
City
marathons.
